Strange cloud descends from Heaven

In one of the most unusual UFO videos ever posted, a “cloud” falls from the sky and the cameraman is able to put his hand right through it as it gets caught against a nearby fence.
It’s not clear where the video was filmed, but the witnesses are speaking Arabic and dressed in garb common to the region. The action picks up as the fluffy, unknown substance floats to the ground looking remarkably like a real cloud falling from a clear blue sky. Of course that’s impossible.

My best guess would be foam of some sort. Too bad the resolution is so low on the video. That could have confirmed it.
